NPC corporations and war dec avoidance are not just a case of carebears minimising the possibility of being shot at. An equally serious problem is that NPC corps give PVP active entities the option of removing a large portion of their economic base from a war. You see this in action when NPC corp members carry goods in transports and freighters, then sell them in a hub, paying no tax but the trivial broker fees.
So even if someone fights, they say "Oh no, I only wager my pawns, not my economic system".
I saw this in a war against Tre Kroner alliance, when a freighter belonging to that alliance undocked minutes before the war went active, flew off towards a hub and later returned sporting an NPC corp ticker. Which it retained for the duration of the conflict.
Nerf elite industrials and freighters in NPC corps while you're at it. Though I am not holding my breath, changes are never made merely to bring gameplay in line with the spirit of the game, only to gamebreaking stuff.

In high sec, you can't take sentries with a 4rep, 4 hard, 4 injector apoc 
Try it on SiSi 
I have tried it on Tranquility. 
I took the boded part to mean the sentries would not be CONCORD-esque. Though yes, tanking six regular ones would not be possible in a cruiser.

My problem with it all is not the motives of people who naturally stay in NPC corps, it is the privileges they have, which are very attractive to people who are not at all innocent. People who live life in the PVP zone (ie outside the safety of a noobcorp), but do not heisitate to shift their commercial operations over to a noobcorp if a war comes along.
The real problem with noobcorps is that they are a safe haven that is easy to enter and leave at will, with no penalty.

There are two unacceptable things that go with that play style.
1) Anyone can resign roles and join an NPC corp 24 hours later. If war decced, those declaring should have kill rights against them for a week.
2) Freighters (see above).
The tax haven issue is a separate matter, though addressing it would at least make (1) and (2) less profitable for those who act thus.

Your freighter/industrials under the NPC flag move all your goods 100% riskless. While it's true if they were under a player corp they could just reform, this means 24h of inmobilization. Repeat ad nauseaum and their logistics get crippled.
This problem has a much easier solution: don't allow freighters or T2 transports to undock under a NPC flag.
My point exactly. If warring corps/alliances want to boot their logistics into an NPC corp, they can at least run the gauntlet of suicide gankers in T1 haulers.
